THE CHALLENGE

The Crenshaw corridor faces a pivotal opportunity with the 2028 Olympics. Despite its significance, the district lacks the tourism infrastructure to capture visitor spending or compete as a destination alongside established LA attractions. Infrastructure gaps, limited hospitality options, and the absence of coordinated entertainment programming threaten to leave economic benefits unrealized. With the Olympics accelerating citywide development, Destination Crenshaw needed a strategic roadmap to position the corridor as a globally recognized cultural destination while preserving the authenticity and community ownership that define its character.

OUR APPROACH

CVL Economics developed a comprehensive cultural tourism roadmap grounded in market analysis and policy strategy. The team quantified Black tourism's national economic value to establish the corridor's competitive positioning, then conducted detailed assessments of infrastructure gaps limiting visitor capture. Strategic recommendations included entertainment zone designations, boutique hotel conversion models, and culinary incubation frameworks tailored to the district's assets. The engagement evaluated financing mechanisms—including Enhanced Infrastructure Financing Districts and hotel incentive agreements—to unlock investment while embedding community benefit requirements. All strategies aligned with LA's Tourism Master Plan, ensuring the corridor's development integrated seamlessly with citywide Olympic preparation efforts.
